NTPC has been a committed and socially responsible organization since its inception and has formulated specific guidelines for the welfare of Project Affected Persons (PAP's). It is one of the firsts in the corporate sector to formulate comprehensive resettlement and rehabilitation policy for addressing the issue of PAPs. In line with its social objectives, the company has focused on effective resettlement and rehabilitation (R&R) of PAPs and also community development works in and around the projects.

  • In view of promulgation of GOI National Rehabilitation and Resettlement Policy-2007 (NRRP-07), NTPC has revised its R&R Policy on 03.06.2010 by retaining its learnings and well structured mechanism to address R&R issues and aligning with provisions of NRRP-07.

NTPC addresses R&R issues in line with its R&R Policy with an objective that after a reasonable transition period, the affected families improve or at least regain their previous standard of living, earning capacity and production levels. As per the Policy, a detailed Socio-economic Survey (SES) is conducted by a professional agency to create a baseline data of prospective Project Affected Persons (PAPs). This follows formulation of a ‘Rehabilitation and Resettlement Plan’ (R&R Plan) after adequate consultation with stakeholders in Village Development Advisory Committee (VDAC), which comprises representatives of PAPs, Gram Panchayats, NTPC and District Administration. R&R Plan consists of measures for rehabilitation, resettlement and community development issues.

To maintain transparency during R&R implementation, 'Public Information eCentres (PIC)' are set up to disseminate R&R related information and for grievance redressal. Sociologists are appointed to achieve extensive interaction with the project affected persons (PAPs).

On completion of R&R Plan, a ‘Social Impact Evaluation (SIE)’ is carried out thru a professional agency to evaluate efficacy of R&R Plan implementation for future learning. Further, need based community development activities are continued to be undertaken in the neighbouring areas of the project under NTPC’s Corporate Social Responsibility-Community Development (CSR-CD) Policy after R&R Plan is completed.

After promulgation of GOI R&R policy, it is being ensured that provisions of GOI policy are complied while addressing R&R issues at projects.

State Government R&R policy, Sector specific and Government directives including MOEF stipulations are considered while formulating a project specific Rehabilitation and Resettlement Plan (R&R Plan).

For addressing LA and R&R issues, NTPC has taken following new initiatives:

  • A dedicated Land Acquisition (LA) Group has been created at Corporate R&R and at Regional Head Quarters.
  • Mobile Health Clinics have been started as part of ICD activities at its Nabinagar, North Karanpura and Pakri Barwadih projects.
